Mine is exactly 14" and if there was one less link it wouldn't fit me. But it does fit and it's very cute- just like the photo. I recommend using a tape measure on your neck though because 14" is small.

I got this for a Halloween witch costume. I am 5'7" and wear a US 16. The choker when on the very last bit of the chain is about 14", but as it turns out my neck is about 15". I'll probably just take the whole chain bit off and use a length of ribbon to tie it on. (I'll be wearing it while playing saxophone, so the strap might dig in if I leave the metal there anyway.)I think it will work fine despite this length issue. Matches well with the dress/gloves I got for this costume.

Added it for Christmas Pictures. Fit well. I liked the adjustment options. Was able to make it tight but not "too tight". Would buy again!
